Planning advice and support for Hotels, Pubs and Restaurants
GVA Humberts Leisure's planning and consulting team have supported applications involving a number of hotels, pubs and restaurants. Some of our work is illustrated below.
Change of Use to Café in Coppergate, York
Change of use of a vacant shop to allow for conversion to a food/drink (Use Class A3/A4) type use in a busy street in York’s town centre conservation area. Following positive pre-application discussions, the Council permitted the change of use.
Extensions to Gamekeeper Inn, North Yorks
Hotel and restaurant planning consent secured to form twelve hotel letting rooms and conservatory extension to restaurant area at public house within North Yorkshire National Park. The application was accompanied by a tourism need and viability report and a full planning statement highlighting the planning policy in support of rural business extensions in the national park.
Freetrader Public House, Peckham
We advised upon the market and potential future viability of a community public house in Peckham. The pub had experienced decline in trade. Our study looked at whether this trade could be recovered by a different operator, in view of national trends in the development of pubs, and local demand and competition. This information was used in support of a planning application to redevelop the premises for housing.
New Hotel at London Colney, St Albans
We were asked to provide an assessment of the need for a hotel, of the quality and type intended, in support of a planning application submitted by Sainsbury’s at this green belt site adjacent to the M25. We subsequently provided expert witness at a planning inquiry into the refusal of the application and the site was granted planning permission.
Pennant Inns Portfolio Property Review
Valuation and planning advice in a strategic review of a portfolio of community pubs which had been acquired by Pennant Inns. We were asked to investigate the potential for obtaining planning consent for alternative uses such as residential use and to provide values for the properties in their existing and potential alternative uses.
Conference Hotel at West Park Hospital, Epsom
We were asked by Epsom and Ewell Council to provide an independent sequential site assessment in accordance with PPG6 to identify whether this was the most appropriate site for a conference hotel development. This information was used to inform the council's development brief for this Green Belt site.
Hotel Market & Site Assessment for LDF
Tourist accommodation planning policy advice to Colchester District Council. Investigation of the local hotel market and advice upon the most appropriate sites for new hotel investment with regard to the sequential testing criteria in PPS6. This information was then used by the Council to inform their LDF Core Strategy and Site Allocations Development Plan Documents.
Hotel at Sadlers Farm, Benfleet, Essex
Hotel Need and Sequential Site Assessment to accompany a hotel planning application for a 60 bed hotel in the Green Belt at Benfleet. The application was called in for determination by the Secretary of State and we provided evidence for cross examination as expert witness at the subsequent Public Inquiry.
