A Russian tycoon’s plans to turn a Grade I listed building into a six-star hotel are set to be approved by the City of London planning committee next week. Vladimir Chernukhin, the former deputy finance minister of Russia, wants to redevelop 27 Poultry, EC2, as a 184-bedroom hotel scheme with bars, restaurants and private members’ clubs. The plans will see the former Midland Bank HQ extended by 66,500 sq ft to create the 350,000 sq ft development.
